Back in August 2011, protesters were denied access to a TVA board of directors meeting due to being dressed in costume. One of the costumes was to represent a zombie. The costumed protesters are now suing the TVA claiming the by not allowing them access to the board of directors meeting due to their dress that their civil rights have been violated and that their freedom of speech has been revoked. The meeting was to discuss and vote on the continuation of building a nuclear power plant in Bellefonte Alabama. Protesters were warned In July of 2011 that no more costumes were going to be allowed at the BoD meetings after protesters dressed in zombie regalia and called for the project to be stopped. The protesters that are suing the TVA also claim that the act of barring them from the meeting was also against the Administrative Procedure Act, which sets guidelines on how federal agencies can set rules and regulations.
